What happened
According to the sample notice letter on file with the California Attorney General, on September 10, 2026, Citizens Bank identified an issue that allowed some data to be accessed by an unauthorized third party. The letter states that the company found no evidence that any customer data was examined or used maliciously and that the issue has been fully remediated. The Texas Attorney General record lists September 10, 2026 as the date the breach was discovered and as both the start and end date of the breach.
The letter lists name, Social Security number, date of birth, phone number and email address as the information involved. The California filing lists the same categories: name, Social Security number, date of birth, phone number and email address. The Texas filing lists name of individual, address, Social Security number information and date of birth. Citizens Bank reported 1,260,000 affected individuals to the Texas Attorney General, including 14,371 Texas residents, in a report posted by the Texas Attorney General on October 20, 2026.
Citizens Bank is offering a complimentary two-year membership in Equifax Credit Watch Gold, provided by Equifax. The letter does not explain how the unauthorized third party gained access. Whether the company's security practices met legal standards is among the issues being evaluated.
