What happened
Kern Psychiatric Health and Wellness Center, Inc. relies on a management company, Genesis Healthcare Management, for network and data services. According to the notice filed with the California Attorney General, Genesis detected unusual activity in its computer environment on June 22, 2026 and launched an investigation with the assistance of third-party forensic specialists. That investigation determined that certain files containing Kern Psychiatric Health and Wellness Center patient information were accessed without authorization. The notice does not state how long the unauthorized access lasted or how the intruder gained entry.
The review of the affected files concluded in the summer of 2026, and written notification letters were mailed to affected individuals on August 19, 2026, with the incident reported publicly to the California Attorney General on August 21, 2026. The notice states that the information involved varied by individual and may have included name together with Social Security number, driver's license or other government-issued identification number, date of birth, diagnosis and treatment information, prescription information, provider name and location, dates of service, medical record number, patient account number, Medicare or Medicaid identification number, lab results, and health insurance information. Affected individuals are being offered 12 months of complimentary Single-Bureau Credit Monitoring through Cyberscout, along with a credit report, a credit score, and identity protection services. The number of people affected was not disclosed in the public filing.
Because the reported data set pairs Social Security numbers and government-issued identification numbers with behavioral and mental health treatment records, the sensitivity of this exposure is high. Mental health information is among the most sensitive categories protected under HIPAA and California law, and it cannot be reissued the way a payment card can. Whether Kern Psychiatric Health and Wellness Center and Genesis Healthcare Management maintained reasonable safeguards for that information, and whether the roughly two month gap between discovery and notification caused additional harm, are among the issues being evaluated.
