What happened
On July 7, 2026, Partnership HealthPlan of California identified a mailing error involving primary care physician (PCP) selection forms and welcome packets sent to its members. According to the notice filed with the California Attorney General, some mailings sent between May 13, 2026, and July 8, 2026, contained information belonging to unrelated members, meaning personal information may have been seen by someone other than the intended recipient.
The notice states that the information involved included members' names, dates of birth, and member identification numbers. Partnership HealthPlan states that Social Security numbers and driver's license or state identification numbers were not involved. The plan reports that it contained and investigated the incident, secured the affected records, strengthened its privacy and security safeguards, provided additional workforce training, and reported the incident to regulators. The notice was filed with the California Attorney General on September 17, 2026, roughly two and a half months after the error was discovered, and it does not offer complimentary credit or identity monitoring.
Because member identification numbers are used to access health care services and benefits, their exposure may carry a risk of medical identity theft, including fraudulent claims billed under a member's account.
