Background

What happened in the CSX data breach

CSX says it is investigating incidents that involved unauthorized access to its Microsoft 365 environment. According to the notice CSX's attorneys sent to the New Hampshire Attorney General, CSX became aware in June 2026 of unusual activity involving an employee's account. CSX says its investigation determined that the activity resulted from the employee responding to a vishing call on May 29, 2026, which allowed an unauthorized party access to CSX's Microsoft 365 environment, and that between May 29, 2026 and June 9, 2026, the unauthorized party accessed and acquired certain files.

CSX also reports a separate, unrelated incident: it learned that a third-party vendor may have disclosed CSX data to an unauthorized party. CSX says its investigation of that vendor-related incident could not rule out the possibility that information related to current and former employees and third parties was shared with an unauthorized party in April 2026. One version of the CSX letter tells recipients about both incidents.

On August 26, 2026, CSX's review determined that one or more of the files contained names in combination with one or more of the following: Social Security number, driver's license number, and banking information. The sample letters posted by the New Hampshire Attorney General come in two versions: one lists name and Social Security number, and the other lists name, driver's license number, bank account number, and routing number. The Vermont Attorney General's Security Breach Notices table lists Social Security Numbers, Government ID Numbers, Financial Account Codes, and Credit and Debit Account Info for this report.

Notification letters were mailed on October 20, 2026, including to 57 New Hampshire residents, about four months after CSX became aware of the employee account incident. The Vermont Attorney General lists 9 Vermonters affected. CSX is offering identity monitoring through Epiq Privacy Solutions ID at no cost, and the posted letters show the coverage length only as a placeholder. Whether CSX's security practices met legal standards, and whether the timing of notice caused additional harm, are among the issues being evaluated.
