The combination of a name, a date of birth, and a Social Security number is the core data set used to open fraudulent credit accounts and file fraudulent tax returns, and it does not expire the way a payment card number does. That risk is heightened when the affected individuals are students, because a minor's Social Security number can be misused for years before anyone thinks to check a credit file that is not supposed to exist. The reported involvement of health-related information may also raise separate questions about how student health records were stored and protected.
