What happened
On June 2, 2026, the Fresno County Department of Social Services learned of anomalous unauthorized activity involving an employee. After reviewing the incident, the Department determined that on August 26, 2025 a data file containing sensitive client information had been accessed by an unauthorized user. The Department reported the incident to the California Attorney General on July 28, 2026.
According to the notice, the accessed file contained, for the individual named on each letter, a first and last name, residential address, Client Index Number (CIN) or Medi-Cal number, phone number, and In-Home Supportive Services (IHSS) case number. The Department has stated it has no indication that the information has been improperly used and that the matter was reported to the appropriate authorities and remains under investigation. Nearly a year passed between the August 2025 access and the July 2026 notice, and whether that delay caused additional harm, and whether the Department's data-security controls met reasonable standards, are among the issues being evaluated.
Client Index Numbers and Medi-Cal numbers are tied to public health-benefit programs, and combined with a name, address, phone number, and IHSS case number they can be used to attempt medical-benefit fraud, targeted phishing, or identity theft. The public notice does not state how many individuals were affected. Recipients should review the identity-theft guidance enclosed with their letter and remain alert for unfamiliar activity involving their Medi-Cal or other benefits.
