What happened
Between January 3 and January 7, 2026, an unknown third party gained unauthorized access to a limited portion of the network operated by Global Consulting Services & Software Development ("Global Consulting Services"), a consulting and software development firm headquartered in Irvine, California. The company states it discovered the suspicious activity on January 11, 2026, and contained the incident by quarantining affected assets, disabling impacted accounts, blocking unauthorized network access, and resetting employee passwords. A third-party cybersecurity firm was retained to assist with the forensic investigation.
Global Consulting Services completed its review of the impacted files on May 12, 2026, and began mailing notification letters on May 18, 2026, more than four months after the breach was discovered. The review confirmed that Social Security numbers had been mistakenly stored in a data field alongside other information, resulting in exposure of affected individuals' names and Social Security numbers. The company states no evidence of misuse has been identified to date and is offering 24 months of complimentary Kroll credit monitoring, fraud consultation, and identity-theft restoration services.
Whether Global Consulting Services' pre-breach data storage and security practices met legal standards, whether the multi-month notification delay caused additional harm to affected individuals, and whether storing Social Security numbers in unintended data fields reflects systemic recordkeeping failures, are among the issues being evaluated.
