What happened
According to a filing with the Massachusetts Attorney General dated July 14, 2026, Surplus Line Association of California identified unauthorized activity that led to the exposure of personal information. A separate notice filed with the California Attorney General explains that certain files were accessed and acquired without authorization on April 4, 2026. Breach notification letters were mailed to affected individuals on July 13, 2026.
Following what the company describes as a comprehensive review, Surplus Line Association of California states it learned on June 15, 2026 that some personal information belonging to California residents was affected. The Massachusetts notice reports that Social Security numbers were involved and that 47 Massachusetts residents were notified. The California notice adds that an individual's first and last name may also have been exposed. The total number of California residents affected has not been publicly specified. To help mitigate risk, the company is offering enrollment in Cyberscout credit monitoring and identity-theft protection, a $1,000,000 identity theft insurance policy, credit file monitoring for 12 to 24 months depending on the state notice, and access to dedicated fraud-assistance specialists.
Social Security numbers are among the most sensitive categories of personal information because they cannot be easily changed and can be used to open fraudulent accounts, file false tax returns, or commit other forms of identity theft years after a breach. Individuals who received a notice may wish to review the specific information described in their own letter and monitor their credit closely.
