What happened
This lawsuit, Hall v. Rapid Investments, LLC and Axiom Bank, N.A., claims that the Defendants returned detainees' money on prepaid release cards that carried fees instead of in cash or by check. The lawsuit alleges that issuing unsolicited release cards and charging service and inactivity fees violates the federal Electronic Fund Transfer Act and, for the Washington Subclass, the Washington Consumer Protection Act and state law on conversion and unjust enrichment. The case is in the U.S. District Court for the Western District of Washington.
Rapid and Axiom deny wrongdoing. The parties agreed to settle to avoid the costs and risks of continued litigation. In addition to the cash fund, the Defendants agreed to charge no inactivity fee until 365 days of inactivity, to replace recurring maintenance fees with a single one-time issuance fee, and to give clear notice of alternative payment options in the cardholder agreement.
How to file a claim
-
1. Confirm you are eligible
You must have been issued a release card by Rapid Financial Solutions and/or Axiom Bank when released from a U.S. jail or other law enforcement facility between January 16, 2024 and June 30, 2026.
-
2. There's nothing to calculate
Each claimant receives $15 plus three times the fees charged on their release card(s), calculated from the Defendants' records. Inactivity fees are counted as if the Defendants' February 3, 2026 reloading of fees had not happened. If the fund is not enough to pay all claims in full, payments are reduced pro rata.

Where the money is going
Rapid and Axiom agreed to pay $4,200,000 into a non-reversionary settlement fund, meaning no money returns to the Defendants. The fund pays valid claims, notice and administration costs, attorneys' fees and costs, and the case contribution award. Leftover funds go to cy pres recipients: the Human Rights Defense Center, Public Justice, the Center for Employment Opportunities, and Defy Ventures, Inc.
Fee and award amounts are maximums requested from the Court. Class Counsel anticipates, but does not guarantee, that valid claims will be paid in full. If the fund is insufficient, claims are paid pro rata.
