Register.com (Network Solutions) TCPA Class Action Settlement

Newfold Digital, Inc. and Register.com, Inc. agreed to a $1.5 million non-reversionary settlement over allegations that Register.com placed 1,652 artificial or prerecorded voice calls to 453 cellular telephone numbers after those numbers had been permanently disconnected and reassigned to new subscribers, in violation of the Telephone Consumer Protection Act (TCPA). In its April 1, 2026 Order Granting Preliminary Class Approval, the Court estimated that approximately $2,130 will remain per affected telephone number for distribution after attorneys' fees (up to $500,000), litigation expenses (up to $25,000), and a service award to plaintiff Tiffany Lewis (up to $10,000) are deducted, assuming each class member submits a claim. People who received such a call between February 12, 2021 and November 24, 2025 can submit a Claim Form by June 15, 2026.

Do you qualify?

You are a Class Member if ALL of the following apply:

  • Register.com, Inc. (or Network Solutions, LLC after the July 25, 2025 merger) placed a call to your cellular telephone number using an artificial or prerecorded voice between February 12, 2021 and November 24, 2025.
  • At the time of the call, your cellular telephone number had been permanently disconnected from a prior subscriber and made available for reassignment, as reflected in the Federal Communications Commission's Reassigned Numbers Database (RND). The named plaintiff received 25 such calls between April 10, 2024 and May 13, 2025.
  • The parties have identified 453 specific cellular telephone numbers that received 1,652 artificial or prerecorded voice calls from Register.com during the class period. If Kroll mailed or emailed you a Class Notice, your number is on that list and you are a Settlement Class Member.
  • Excluded: Anyone who gave Register.com, Network Solutions, or Newfold Digital prior express consent to be called at the cellular telephone number at issue (the suit alleges class members were non-customers whose numbers had previously been used by a Register.com customer).
  • Excluded: Register.com, Network Solutions, Newfold Digital, and their officers, directors, agents, employees, and affiliates; Class Counsel and their employees; and the judge presiding over the case.

What happened

Plaintiff Tiffany Lewis filed this class action against Newfold Digital, Inc. and its subsidiary Register.com, Inc., the well-known domain registrar that merged into Network Solutions, LLC on July 25, 2025, alleging that Register.com violated the Telephone Consumer Protection Act, 47 U.S.C. section 227(b)(1)(A), by using an artificial or prerecorded voice in calls placed to cellular telephone numbers that had been permanently disconnected from prior subscribers and reassigned to new ones, as reflected in the FCC's Reassigned Numbers Database. Ms. Lewis says Register.com placed 25 such calls to her own reassigned cell number between April 10, 2024 and May 13, 2025, even after Register marked her number as a wrong number on May 1, 2024 and again on January 9, 2025. According to records produced by Register, the company placed 1,652 artificial or prerecorded voice calls to 453 reassigned cellular numbers across the class period.

Register.com and Newfold Digital deny the allegations and deny any wrongdoing or liability. The Court has not decided who is right or wrong. After nearly a year of contested litigation, including a motion to dismiss and a motion to strike the class allegations, the parties reached the settlement with the assistance of an experienced class action mediator over two formal mediation sessions. Network Solutions, LLC will fund a non-reversionary $1.5 million Settlement Fund within 30 days of the April 1, 2026 Preliminary Approval Order. The fund will be used to pay valid claims, notice and administration costs paid to Kroll Settlement Administration LLC, attorneys' fees (up to one-third of the fund) and litigation expenses (up to $25,000), and an incentive award to Ms. Lewis (up to $10,000). Any unclaimed funds remaining after the claims process and a second-check distribution will go to the National Legal Aid and Defender Association as a cy pres award.

    You qualify if Register.com or Network Solutions placed an artificial or prerecorded voice call to your cellular telephone between February 12, 2021 and November 24, 2025, after your cell number had been permanently disconnected from a prior subscriber and made available for reassignment per the FCC's Reassigned Numbers Database. The parties have identified the exact 453 cellular telephone numbers that received 1,652 such calls. If Kroll Settlement Administration LLC mailed or emailed you a Class Notice, your number is on that list.

    Calculate your estimated payment

    In its April 1, 2026 Order Granting Preliminary Class Approval, the Court calculated that after deducting up to $500,000 for attorneys' fees (one-third of the fund), up to $25,000 for litigation expenses, and up to $10,000 for a service award to Ms. Lewis, approximately $965,000 remains for distribution to the 453 affected numbers, which works out to about $2,130 per affected cellular telephone number if every class member submits a claim. The actual per-claimant amount will also reflect notice and administration costs paid to Kroll (which the Court noted will further reduce the fund), and will be higher than $2,130 for those who file if some class members do not file claims, because the same net fund is distributed pro rata among only the claimants. Each class member may submit only one Claim Form regardless of how many calls they received.

    File online or by mail

    Submit the Claim Form online at registertcpasettlement.com by June 15, 2026, or mail a paper Claim Form (postmarked by June 15, 2026) to: Lewis v. Register.com, Inc. Settlement Administrator, c/o Kroll Settlement Administration LLC, PO Box 225391, New York, NY 10150-5391. The Claim Form requires only your name, address, and telephone number, no call records or other proof.     Receive your payment

    Settlement checks are mailed within 30 days of the Final Approval Order becoming final, assuming the Court grants final approval at the July 7, 2026 Final Fairness Hearing. Checks are valid for 120 days. If money remains after the initial check round, Kroll will issue a second pro rata check to each claimant who cashed the first one, provided at least $5 per claimant is available. Any remainder after that will be donated to the National Legal Aid and Defender Association as a Court-approved cy pres recipient. If anyone appeals the settlement, payment may be delayed by the appeal, which can take a year or more.

Where the money is going

This is a non-reversionary common fund. Notice and administration costs paid to Kroll, attorneys' fees (capped at one-third of the fund), litigation expenses (capped at $25,000), and a service award to Ms. Lewis (capped at $10,000) all come out of the $1.5 million Settlement Fund before per-claimant shares are calculated. Each valid claimant receives an equal pro rata share of what remains. Any unclaimed funds will be donated to the National Legal Aid and Defender Association as a cy pres recipient. None of the fund returns to Register.com or Newfold Digital.

All amounts listed above are pending and subject to final court approval at the July 7, 2026 Final Fairness Hearing. The Court's $965,000 net estimate assumes the maximum fee, expense, and service award amounts and does not yet include Kroll's notice and administration costs, which will further reduce the net fund. Each valid claimant receives an equal pro rata share of the net, so the per-claimant amount will be higher than $2,130 for those who file if fewer than 453 class members submit valid claims.

Common questions

How much money will I receive?

In its April 1, 2026 Order Granting Preliminary Class Approval, the Court estimated that approximately $2,130 will be available per affected cellular telephone number, after deducting attorneys' fees (up to $500,000), litigation expenses (up to $25,000), and a service award to Ms. Lewis (up to $10,000) from the $1.5 million Settlement Fund, assuming each of the 453 class members files a claim. The Court noted that this figure does not yet account for Kroll's notice and administration costs, which will further reduce the net fund. Conversely, because not every notice recipient typically files a claim form in TCPA cases, the per-claimant share for those who do file may be higher than $2,130. Each class member may submit only one Claim Form regardless of how many calls they received.

Do I need to submit proof of purchase?

You do not need to produce phone records or call logs. The Claim Form requires only your name, address, and telephone number. Class counsel and Register have already identified the 453 cellular telephone numbers that received the artificial or prerecorded voice calls during the class period, and Kroll is mailing or emailing Class Notices and Claim Forms to those numbers. If you did not receive a Claim Form but believe you qualify, contact Kroll Settlement Administration LLC at (833) 447-7880 to request one.

What if I didn’t receive a notice?

Yes. You can still file a claim even if you did not receive a direct notice. If Register.com or Network Solutions placed an artificial or prerecorded voice call to your cellular telephone between February 12, 2021 and November 24, 2025, after your number had been listed as reassigned in the FCC's Reassigned Numbers Database, you may be a Settlement Class Member. Does staying in the class affect my right to sue later?

Yes. Unless you mail a written request for exclusion postmarked by June 15, 2026, you will be bound by the Settlement and will release all known and unknown claims relating to the Settlement Class Period against Register.com, Network Solutions, LLC, and Newfold Digital, Inc. arising under the Telephone Consumer Protection Act, 47 U.S.C. section 227, and stemming from the 1,652 artificial or prerecorded voice calls to the 453 reassigned cellular telephone numbers.
